Energy Savings Opportunities Scheme (ESOS) Assessment & ESOS Compliance

The Energy Savings Opportunities Scheme (ESOS) is a mandatory energy assessment scheme for organisations in the UK that meet large undertaking thresholds. At Elemental Consulting Group, our qualified ESOS lead assessors help businesses complete an ESOS assessment, manage your ESOS reporting system, and identify cost-effective energy saving opportunities across your organisation’s energy infrastructure.

Organisations That Qualify for ESOS

An organisation qualifies for ESOS phase 4 if on the qualification snapshot date of 31 December 2026 (following 31 December 2022 for phase 3) it employs 250 or more people, or has an annual balance sheet total in excess of £38 million (total in excess of £38 million) and turnover exceeding £44m. Organisations that qualify for ESOS must complete an energy assessment scheme for large UK undertakings covering total energy consumption.

Removal of Display Energy Certificates

Following the removal of display energy certificates (DECs) and Green Deal Assessments under statutory ESOS regulation and phase 4 guidance, organisations must follow an approved compliance route: a comprehensive ESOS energy audit led by a certified ESOS lead assessor or ISO 50001 certification.

ESOS Action Plan & Progress Reviews

Phase 4 compliance introduces mandatory ESOS action plan reporting. Participants must review ESOS phase 3 recommendations, document energy saving measures implemented during the compliance period, and align with streamlined energy and carbon reporting (SECR) standards to drive energy efficiency.

Frequently Asked Questions About ESOS Regulations & Audits

Answers to regulatory compliance, qualification thresholds, and lead assessor requirements.

What is the Energy Savings Opportunity Scheme (ESOS)?

The Energy Savings Opportunity Scheme (ESOS) is a mandatory energy assessment scheme for organisations in the UK that meet large undertaking criteria. Managed by the Environment Agency as scheme administrator, ESOS applies to UK enterprises that employ 250+ people or exceed £44m turnover and £38m balance sheet total.

What are the key dates for ESOS Phase 4 compliance?

The qualification snapshot date for ESOS phase 4 is 31 December 2026, and the final notification of compliance deadline is 5 December 2027 (following 5 December 2026 preliminary reporting milestones). Qualifying businesses must complete an ESOS assessment covering 95% of total energy consumption by this date.

Why were Display Energy Certificates removed for Phase 4?

Following the removal of display energy certificates (DECs) and Green Deal Assessments under phase 4 guidance, organisations must undertake a formal ESOS energy audit led by an approved ESOS lead assessor or maintain ISO 50001 certification to meet the route to compliance.

Who can sign off an ESOS compliance report?

The ESOS compliance report must be signed by a certified ESOS lead assessor listed on approved registers for ESOS lead assessors (such as CIBSE), alongside a named company director, before you submit a compliance notification to notify the Environment Agency.

What happens if my business fails to comply with ESOS?

Failure to complete an ESOS assessment or notify the Environment Agency by 5 December 2027 can result in financial penalties up to £90,000, plus daily fines for continued non-compliance. Early engagement with a qualified ESOS lead assessor ensures your organisation meets all ESOS requirements prior to phase 5 updates.
